Article I

Organization Name

 

The name of this Registered Student Organization shall be declared as "The University of Chicago Inter-league Paintball Society [ChIPS]".

Article II

Mission Statement, Objectives, Activities, and Principles

 

Paintball is a sport built on the foundation of endless versatility, accessibility, and play, and strives to positively enhance the aforementioned as well as a compromise of individual strategy and thinking, teamwork, and physical activity.

 

The purpose of this organization will be to serve as a resource for all beginning players or to those who have perhaps been tentative to delve into a sport in which not much may be known about. The purpose will also be to foster a noncompetitive environment in which players, regardless of experience, can congregate for group play at local fields. Our mission statement is essentially twofold: to facilitate an environment where the education and play of paintball can be enjoyed and to exemplify the intrinsic teammanship qualities involved with group play. As with many team activities, certain inherent aspects of the game such as personal integrity, teamwork, fellowship, and sportsmanship are also exercised, and qualities important to the individual such as strategy and quick thinking are developed.

 

Long-term objectives include the possible formation of amateur teams for competition with nearby Universities, and the lowering of costs through possible sponsorship. As ChIPS understands that there is also a greater good to be done in the world, the resources of ChIPS and the medium of paintball will be actively implemented in such a way as to support community events outside of the sport.

 

Through personal commitment and the redistribution of accumulated subsidies, personal resources, the resources of the school, sponsors, and the paintball industry, ChIPS will be able to maintain a dedicated and reliable role in bettering the lives and opportunities of those who are less fortunate. This will be done with the utmost pride and honor, as ChIPS will represent at each "meeting" not only a school, sponsors, affiliated organizations, and related events as well as people, but these such less fortunate people outside of the paintball world as well.

The club will be committed to providing an environment where any individual may feel free of abuse on any physical, verbal, or mental level with particular concern to those pertaining to sex, religion, race/ethnicity, sexual preference, and any particularities of a person including personal issues. No activity hazardous or potentially hazardous to the mental or physical well being of another individual will be allowed for either.

 

As it is the vision of the society to exemplify the nature of the sport of paintball and, in doing so, represent the pride and honor of the school, sponsors, affiliated organizations, and related events as well as people, it will be absolutely imperative that each participant of the group, regardless of status, conduct themselves with the utmost levels of integrity, fellowship, sportsmanship, maturity, humble pride, and mutual respect.

 

These [2 preceding] policies will be strictly enforced at all times before, during, and after group meetings and activities regardless of the immediate circumstances. There will be absolutely no tolerance for violation of such policy - violators will be subject to immediate termination from the club should active membership be relevant and perhaps subject to even greater penalty beyond the realm of the RSO.

Article III

Membership and the Vote

 

All club members ("active" and "inactive") will share equal opportunities in suggestions.

 

· Active Membership

 

"Active" membership shall be given to those individuals who are currently registered University of Chicago students only and have attended a sufficient number of scheduled group meetings or events [activities] to have a general knowledge of club agenda and activities at the discretion of the club officers. As "active members", members will reserve the right to, amongst other things such as the partial or total club subsidization of club and club-related activities, vote within the club.

 

The scope of active membership will not be limited by sex, religion, race/ethnicity, sexual preference, any particularities of a person including extraneous personal issues, or experience in any way.

 

Active membership and the nomination of members as "active members" will be limited to currently registered University of Chicago students only.

 

It will be the responsibility of the prospective active member to inform the administration of the club administration of any situation(s) where he/she may not be fully capable of participating in or carrying out duties within certain club activities, or the carrying out of officer duties should he/she be elected into government.

 

"Active" membership shall be ultimately determined upon the discretion of club officers during the last academic week of the spring quarter when a list will of confirmed members will also be compiled.

 

By the nature of the definition of an "active" member, the active member will have had at least one year's worth of club participation.

 

An unanimous decision by officers to terminate an active member's status for reasons of verbal or physical misconduct resulting in possible injury, violation of the club constitution, or providing an environment in which the club's constitution can no longer be upheld or the club's agenda and activities not be able to be efficiently accomplished will be final and not necessarily subject to repeal.

 

· Inactive Membership

 

Inactive members may participate in club events as well but will not be, however, subject to the privileges of voting and club subsidies.

 

The status of an inactive member may be terminated at any given time without regard to the constitution.

Article IV

Voting

 

· Nomination of Officers ["Title Bearing" Club Members]

 

Only active members may submit votes in nominating officers, revision of bylaws, or vote on matters where the vote is deemed as the necessary protocol.

 

Separate elections will be held for the voting of the club President, Vice President, and Treasurer.

 

The process of voting for club officers for the upcoming academic year will take place during the last academic week of the spring quarter; exchange of power will be made official on the last day of the regular academic year.

 

In voting for club officers, an officer must receive more than one vote by secret ballot.

 

In the event that he/she does not receive a sufficient amount of votes and/or there is no clear victor, a new vote will take place.

 

In the event that there are tied numbers of votes among the frontrunners of a particular election, a run-off election similar in process to that of the primary election will take place between the forerunners.

 

Impeachment of an officer will take place only after the officer has had at least 30 academic days of governing during the fall quarter of the new academic year.

 

Impeachment will only be made on a ¾ consensus on behalf of all active members, regardless of member title.

 

· Bylaw Revision

 

Revision of bylaws may take place at any given time through the process of public ballot.

 

A unanimous decision by counsel members and a ¾ majority of non-title bearing active members must be made in order to enact or revise the current constitution.

 

· Matters Subject to Vote

 

An issue not pertinent to the matters of the governing seat(s) or to the constitution may be subject to vote through public ballot should such measure be deemed as the appropriate action.

 

The proposition will be accepted if and only if the majority of the decision on behalf of the active members, regardless of title, dictates so; otherwise the motion will be denied.

 

For a proposition made on behalf of the officers without the implementation of the vote, non-title bearing, active members may overrule the counsel's decision by a 2/3 majority.

Article V

Eligibility for Officer Seats

 

Eligibility for government seats as either club Treasurer or Vice President will be limited to U of C students who have actively participated in the club for a minimum of one year.

 

In nominating either the Treasurer or the Vice President, the candidate must have been able to maintain a GPA of no less than that of what is to be deemed as constituting academic probationary status throughout the last three quarters he/she has been an active member of the club.

 

The candidate may not have more than one other major RSO commitment during the term(s) for which he/she will be in office.

 

Eligibility for governing seat as the President will be limited to U of C students who have actively participated in the club for a minimum of two years with a GOOD understanding of the club's agenda, past and present activities, the institution of the RSO and club constitution (initiatives).

 

In nominating the President, the candidate must have been able to maintain a GPA of no less than that of the school GPA mean throughout the last three quarters he/she has been an active member of the club.

 

As the club President, the candidate will not have more than one other major RSO commitment during the term(s) for which he/she will be in office.

Article VI

Officer titles and Responsibilities

 

Each officer will hold a vote equal to that of any active member.

 

The role of the President will be to oversee all financial matters in conjunction with the treasurer, plan and organize events and activities in conjunction with the vice president, and to maintain a link between the club and the surrounding community thereby publicly representing the club and the sport of paintball.

 

The role of the Vice President will be to aid in the planning tasks of the president and thus in the organization of agenda, to fulfill secretarial duties, organize internal meetings, and to maintain a communications link between the club officers and the club members.

 

The Vice-President shall not hold meetings without having reviewed the program with the President beforehand.

 

The role of the Treasurer shall be to maintain an up-to date knowledge of club budget including funds and expenses, to manage financial transactions and address monetary concerns, to allocate proper funds where and when necessary and likewise to seek appropriate sponsorship, and to produce quarterly fiscal reports detailing club budget activity.

 

The treasurer shall not receive, allocate, or expend funds without the express consent of the President.

 

All funds collected will be deposited in the student organization's ORCSA account - the treasurer, in conjunction with the supervision of the President, will be the primary officer designated to handle this action.
